ETYMOLOGY
  • The Mandarin term “同舟共济预算案” is a paraphrase of the English term “Solidarity Budget”.
  • On 6 April 2020, Deputy Prime Minister and Finance Minister Heng Swee Keat announced this budget, which was valued at $5.1 billion.
  • The Singapore government believes that unity, resilience, and solidarity are three important values that will help Singaporeans tide over the pandemic. These three values were the primary focus for the budgets announced by the government during the pandemic.
  • The main aims of the Solidarity Budget were to protect livelihoods, support businesses, and assist Singaporeans.
  • For a start, the government distributed a one-off Solidarity Payment of $600 to Singaporeans aged 21 and above.
  • For businesses, in addition to reducing labour costs for employers and extending rental waivers, the government would undertake more risks in the Temporary Bridging Loan Programme, Enterprise Financing Scheme - SME Working Capital Loan, and Enterprise Financing Scheme - Trade Loan.
