  • 为遏制 2019 新型冠状病毒在社区里的传播，新加坡政府抗疫跨部门工作小组（Multi-Ministry Taskforce）在 2020 年 4 月 7 日至 2020 年 6 月 1 日期间启动了名为“阻断措施”（Circuit Breaker）的抗疫阶段。
  • 为避免新一波疫情的暴发，政府抗疫跨部门工作小组采取了谨慎渐进的解封步骤，将防疫措施分三阶段：
  1. 解封第一阶段为安全重开（Safe Re-opening），从 2020 年 6 月 2 日持续至 2020 年 6 月 18 日；
  2. 解封第二阶段为安全过渡（Safe Transition），从 2020 年 6 月 19 日持续至 2020 年 12 月 27 日；
  3. 解封第三阶段为安全国家（Safe Nation），从 2020 年 12 月 28 日持续至 2021 年 5 月 7 日。
  • 然而，由于在解封第三阶段时，新加坡每日的新增确诊病例开始攀升，政府抗疫跨部门工作小组决定收紧防疫措施，于 2021 年 5 月 8 日进入 “高警戒解封第三阶段”（Phase Three Heightened Alert）。收紧的防疫措施包括将聚会人数从八人减至五人、关闭室内健身中心，以及禁止信众戴口罩唱歌。
  • 2021 年 5 月 16 日，新加坡进入 “高警戒解封第二阶段”（Phase Two Heightened Alert），防疫措施进一步收紧。收紧的防疫措施包括将聚会人数从五人减至两人、禁止堂食、暂停举办婚宴和默认居家办公等。
  • 随着之后冠病变种毒株如德尔塔毒株（Delta Variant）的来袭，确诊病例数目起伏不定，导致新加坡在高警戒解封第二和第三阶段之间徘徊。一直到 2021 年 8 月 10 日，高警戒解封阶段才结束。
ETYMOLOGY
  • To curb the spread of COVID-19 in the community, Singapore’s Multi-Ministry Taskforce implemented the Circuit Breaker from 7 April 2020 to 1 June 2020.
  • To prevent new waves of outbreak, the Multi-Ministry Taskforce adopted a cautious and gradual approach to re-opening, in the following three phases:
  1. The first phase was Safe Re-opening, from 2 June 2020 to 18 June 2020;
  2. The second phase was Safe Transition, from 19 June 2020 to 27 December 2020;
  3. The third phase was Safe Nation, from 28 December 2020 to 7 May 2021.
  • However, as the daily number of newly confirmed COVID-19 cases in Singapore started to rise during the third phase, the Multi-Ministry Taskforce decided to tighten COVID-19 measures and entered Phase Three Heightened Alert on 8 May 2021. The tightened measures included reducing the group sizes during gatherings from eight to five, shutting indoor fitness centres, and suspension of masked congregational singing.
  • On 16 May 2021, Singapore entered Phase Two Heightened Alert, when COVID-19 measures were further tightened. The new measures included reducing group sizes from five to two, suspending dining in, suspending wedding banquets, and making work from home the default. 
  • With subsequent waves of COVID-19 variants like the Delta variant, the number of confirmed cases fluctuated. Consequently, Singapore moved between the second and third phases of Heightened Alert, which finally ended on 10 August 2021.
