Foreigners who are granted the right to reside in Singapore permanently and are free to seek employment.

  • 自1980年代末,新加坡面临着低生育率的问题,这意味着本地人口有逐渐减少和老龄化的趋势。为此,政府在移民政策上有所宽松,希望能吸引外国人到新加坡来,以便维持国家的经济发展。
  • 根据移民与关卡局(Immigration & Checkpoints Authority)的条例,目前能够申请成为永久居民的外国人包括:新加坡公民或新加坡永久居民的配偶以及他们的孩子(孩子的年龄须在21岁以下并且未婚);新加坡公民的年迈父母;持有就业准证(Employment Pass)或S准证、在新加坡工作的人士;在新加坡念书的外籍学生以及外籍投资者。

ETYMOLOGY
  • Since the late 1980s, Singapore has faced the issue of a low fertility rate, which means a gradually shrinking and ageing local population. As such, the Government’s immigration policy seeks to attract foreigners to Singapore, in order to maintain the country’s economic development.
  • According to Immigration & Checkpoints Authority (ICA) regulations, foreigners who are eligible to apply for permanent residence include: spouses of Singapore citizens or Singapore Permanent Residents and their children (children must be under 21 years of age and unmarried); elderly parents of Singapore citizens; holders of Singapore’s Employment Pass or S Pass who are working in Singapore; foreign students studying in Singapore; and foreign investors.

  • When assessing the application for permanent residence, ICA takes into consideration whether the applicant has family ties with Singaporeans, his/her economic contributions, academic qualifications, age, family profile, length of residency in Singapore, as well as the applicant’s ability to contribute to Singapore and integrate into Singapore’s society.
  • Male foreign students who are granted permanent residence must register for National Service upon reaching the age of 16 and a half years old, and they will receive the notification for enlistment upon reaching the age of 18. Male applicants who are granted permanent residence may also receive notification for enlistment, even if they are over 18 years old.
