Members of Parliament not representing any constituency, who are chosen from opposition candidates who lost an election but won at least 15% of the votes.

  • 非选区议员一职由建国总理李光耀于1984年提出,并在同年7月25日在国会上通过。
  • 1984年,国会的反对党议员席位设为六个,若成功入选国会的反对党候选人少于六名,其余议席则由落选但获得至少15%选区选票且在落选者中得票率最高的反对党候选人填补,担任非选区议员。2010年和2016年,国会的反对党席位分别增加至九个和12个。

ETYMOLOGY
  • In 1984, founding Prime Minister Lee Kuan Yew proposed the idea of NCMPs. The motion was passed by Parliament on 25 July that year.
  • In 1984, the number of seats for opposition Members of Parliament (MPs) was set at six. If fewer than six opposition candidates were elected into Parliament, the remaining seats could be filled by opposition candidates who lost the election but received the highest percentage of votes among losers and won at least 15% of the constituency’s votes. These candidates thus become NCMPs. In 2010, the number of seats for opposition MPs in Parliament was increased to nine. In 2016, this was further increased to 12.
  • Although NCMPs enjoy mostly the same rights and privileges as other MPs, they do not have the right to vote on constitutional amendments.
  • NCMPs serve for the full term of Parliament, which is up to five years.
  • NCMPs receive 15% of the annual allowance of other MPs.
  • The NCMP scheme ensures that there will be at least 12 opposition members in every Parliament, even if candidates from the opposition parties win fewer than 12 seats during a general election.
