A council that makes recommendations on wage issues, comprising tripartite representatives from employers, trade unions and Government departments.

  • 1971年，时任财政部长韩瑞生两度提出设立全国工资理事会的建议。他指出，当人民全面就业后，工资和有关薪酬将会上升，因此有必要拟定花红和奖励金制度，或设立薪金理事会，以确保劳资双方和政府代表能冷静讨论，照顾到各方的利益。
  • 1972年二月，全国工资理事会正式成立，由当时的新加坡大学教授林崇椰担任首届主席。
  • 全国工资理事会每年都会开会讨论劳工薪金和相关课题，并根据达成的共识提出薪金指导原则。这些薪金原则必须符合新加坡长期经济增长的利益，也要确保新加坡的社会发展不受影响。

ETYMOLOGY
  • In 1971, then Minister for Finance Hon Sui Sen twice proposed to set up the National Wages Council. He pointed out that if Singaporeans were fully employed, wages and related compensation would increase. Therefore, it was necessary to formulate plans for bonuses and incentives or set up a wages council to ensure that the representatives of employees, employers and the Government could engage in level-headed discussions to consider the interests of all parties.
  • In February 1972, the National Wages Council was formally established, with Professor Lim Chong Yah from the then University of Singapore as the first Chairman.
  • The National Wages Council meets every year to discuss employee wages and related issues, and proposes wage guidelines based on the consensus reached in the discussions. The guidelines must be in the interests of Singapore’s long-term economic growth and must not affect Singapore’s social development.
