  • 早在英国殖民时期，新加坡就常面临居民住屋短缺的问题。1927年，殖民政府成立了新加坡改良信托局（Singapore Improvement Trust, SIT），负责市镇规划、道路建设和城市的整体改进。
  • 1932年，居民住宅的短缺促使政府扩大改良信托局的职责，为低收入群体提供住房。
  • 日据时期迫使改良信托局的建屋计划暂停。
  • 1947年至1959年，改良信托局建设的住房预计有2万907个单位，但进度仍无法解决住宅短缺的问题。

ETYMOLOGY
  • Housing shortage is a common issue in Singapore since the British colonial era. In 1927, the colonial government established the Singapore Improvement Trust (SIT), which oversees the town planning, infrastructure construction and other issues related to the development of the city.
  • In 1932, the housing shortage led the Government to expand the scope of the SIT’s responsibilities, to include the provision of housing for the lower-income groups.
  • The SIT’s housing plans were forced into hiatus during the Japanese Occupation.
  • Between 1947 and 1959, the SIT built 20,907 new units, but even that was unable to meet the demand for housing.
  • In 1960, the Singapore government established the Housing Development Board (HDB) that took over the role of the SIT. Initially, HDB only provided rental units.
  • In 1964, HDB started the Home Ownership Scheme, which allows flats to be sold with a 99-year lease. These flats are commonly known as “HDB flats”.
  • Currently, the types of flats sold by HDB include the 2-room Flexi flats, 3-room flats, 4-room flats, 5-room flats, 3-generation (3Gen) flats and executive flats.
