Noun

A statutory board responsible for the development of housing plans, standards and regulations, as well as the planning, allocation, construction and management of public housing in Singapore. Abbreviated as “建屋局” in Mandarin.

由来
  • 为了应付新加坡当时房屋短缺的危机，新加坡政府于1960年2月1日成立了建屋发展局（Housing & Development Board，简称“建屋局”）。1965年，建屋局完成了首个五年的建屋计划，成功建造了约54,000个住房单位。这些住房单位也称为“组屋”。
  • 原本建屋局的组屋仅供出租，直到1964年实施了“居者有其屋”的计划（Home Ownership Scheme），让国人能拥有自己的房子。1968年起，政府也让人民使用公积金储蓄分期支付房贷。
  • 组屋原本只供新加坡公民购买，从1989年起，一些满足特定条件的新加坡永久居民也可购买。建屋局在1991年宣布让年龄满35岁的单身人士也可拥有购买组屋的选择。在此之前，只有已婚申请者才有资格购买。
  • 建屋局为超过80%的新加坡人提供了价格优惠的组屋，这些组屋遍布全岛各地。
ETYMOLOGY
  • The Singapore Government set up the Housing & Development Board (HDB) on 1 February 1960 to deal with the acute housing shortage at that time. In 1965, HDB completed its first five-year housing project, successfully building around 54,000 housing units. These housing units are also known as “flats”, or “组屋” in Mandarin.
  • HDB flats were initially for rent only, until the implementation of the Home Ownership Scheme in 1964, which allowed Singaporeans to own flats. Since 1968, the Government has also allowed the use of Central Provident Fund (CPF) savings to pay for mortgage instalments.
  • Initially, only Singapore citizens were allowed to purchase HDB flats. However, from 1989, Permanent Residents meeting specific conditionswere also granted eligibility to purchase flats. In 1991, HDB announced that singles aged 35 or above would be eligible to purchase flats too; prior to that, only married applicants were eligible.
  • HDB provides affordable flats that are located all over the island, housing more than 80% of Singaporeans.
