  • 时任新加坡第一副总理的吴作栋于1989年提出区域经济一体化的概念。在1990年代，东南亚国家的经济也朝往区域经济一体化的方向发展。

ETYMOLOGY
  • The Mandarin term “新柔廖成长三角” is a paraphrase of the English term “Singapore-Johor-Riau (SIJORI) Growth Triangle”. “SI”, “JO”, and “RI” are the abbreviations of Singapore, Johor State, and the Riau Islands respectively.
  • Mr Goh Chok Tong, then First Deputy Prime Minister of Singapore, proposed regional economic integration in 1989. In the 1990s, the economic development of Southeast Asian countries were also moving towards regional economic integration.
  • At that time, Singapore was in the process of adjusting its economic structure and faced three challenges— the increase of land cost, the increase in labour cost, and currency appreciation. The “growth triangle” plan announced by Goh Chok Tong would connect Singapore, Johor State in Malaysia, and the Riau Province in Indonesia together to strengthen regional economic ties and enable the three different economies to form a mutually beneficial and complementary relationship.
  • The governments of Singapore, Malaysia, and Indonesia formally signed a Memorandum of Understanding in 1994. Within the cooperative framework of the agreement, Singapore will provide capital, strategic direction, and professional knowledge in the management models of cross-border regional economic development, while Johor and Riau will contribute land and labour.
