In the Parliament of Singapore, Party Whips ensure the discipline of their party’s members. Also known in Mandarin as “党督”.

由来

党鞭的用法据说源自于18世纪流行于英国的鞭手 (whipper-in)，意思是打猎时鞭策猎犬群保持队形。在英国国会中，党鞭监督国会议员，尤其是协调执政党国会议员的活动与执行党的纪律。
在新加坡，党鞭也是各政党监督其国会议员的负责人，负责确保有足够的党议员支持和投选该党的立场。
在一些情况下，各别政党也有可能“抽掉党鞭” (lift the whip)，让其国会议员自由投票。

ETYMOLOGY

The term “Party Whip” is said to come from the term “whipper-in” in 18th-century Britain, which referred to a person in charge of keeping the hounds in formation during a hunt. In the Parliament of the United Kingdom, Party Whips supervise their respective party’s Members of Parliament, especially in coordinating their activities and keeping them in check.
In Singapore, the Party Whip is similarly the disciplinarian of a political party, responsible for ensuring that there are sufficient party members to support and vote according to the party’s position.
Under certain circumstances, the Party Whip may “lift the whip” and allow the party’s MPs to vote freely.
