  • 英语“MediShield Life”的意译。  为帮助患上重病或长期疾病但保健储蓄(MediSave)不足以支付医疗费用的国人，新加坡政府于1990年推出健保双全 (MediShield)计划。
  • 2013年，时任总理李显龙在国庆群众大会上提出将健保双全升级成终身健保双全。同年十一月，卫生部任命终身健保独立检讨委员会(MediShield Life Review Committee)审查终身健保
    的参数并主持公众咨询活动。
  • 2015年11月1日，政府推出终身健保，取代了健保双全。
  • 健保双全与终身健保的主要差别包括:
    1. 健保双全仅为90岁以下的新加坡公民和永久居民受保，但终身健保无受保的年龄顶限。
    2. 健保双全下的终身索偿顶限是新币300,000元，但终身健保则无终身索偿顶限。
    3. 健保双全的年度保单索偿限额为新币70,000元，但终身健保的年度保单索偿限额为新币100,000元。
  • 2018年，为了审查终身健保的管理并确保其符合政策意图，终身健保理事会(MediShield Life Council)正式成立。
  • 2021年三月，终身健保年度保单索偿限额增加到新币150,000元。终身健保保费提高35%，政府也将为受益人在2021年之后的三年提供新币二十二亿元的终身健保保费津贴(MediShield
    Life premium subsidies)。
  • 终身健保保费津贴包含现有为中低收入家庭、属于建国一代 (Pioneer Generation)和立国一代(Merdeka Generation)的年长人士及有经济困难的人们提供津贴和其他辅助措施。
ETYMOLOGY
  • The Mandarin term “终身健保” is a paraphrase of the English term “MediShield Life”.
  • MediShield was launched in 1990 to help Singaporeans suffering from serious or chronic illnesses whose MediSave funds were insufficient to cover their medical expenses.
  • In 2013, during his National Day Rally speech, then Prime Minister Lee Hsien Loong proposed upgrading MediShield to MediShield Life. In November that year, the Ministry of Health appointed the MediShield Life Review Committee to review the parameters of MediShield Life and conduct public consultations.
  • On 1 November 2015, the Government launched MediShield Life, replacing MediShield.
  • The main differences between MediShield and MediShield Life are as follows:
    1. MediShield covered Singapore citizens and Permanent Residents below the age of 90, while MediShield Life has no age limit.
    2. The lifetime claim limit under MediShield was S$300,000, while MediShield Life has no lifetime claim limit.
    3. The annual limit for policy claims under MediShield was S$70,000, while MediShield Life’s annual limit was S$100,000.
  • In 2018, the MediShield Life Council was established to review the management of MediShield Life and ensure that it had met the policy goal.
  • In March 2021, the annual limit for policy claims was increased to S$150,000. While premiums increased by 35%, the Government offered S$2.2 billion in MediShield Life premium subsidies for the first three years after 2021.
  • The MediShield Life premium subsidies provide support for low- and middle-income families, the Pioneer Generation, the Merdeka Generation, and those facing financial difficulties.
