  • 英语“grassroots leaders”的意译。
  • 新加坡在1960年代取得独立时，面临了种种社会问题，例如黑帮的恶势力与高失业率等。因此，时任财政部（Ministry of Finance）部长吴庆瑞提出了训练基层领袖与青年工作者的建议，希望能够提高人民的团结力。
  • 此后，人民协会（People's Association，简称“人协”）于1964年成立了波那维斯达青年领袖训练中心（Buona Vista Youth Leadership Training Centre），1995年改名为国家社区领袖学院（National Community Leadership Institute）。
  • 国家社区领袖学院每年为新进的基层领袖举办“年度集选区工作计划”（Annual Constituency Workplan）、团队建设课程与相关的培训与讲座，训练他们更好地服务大众。

ETYMOLOGY
  • The Mandarin term “基层领袖” is a paraphrase of the English term “grassroots leaders”.
  • In the 1960s, Singapore faced various social problems, such as gangsterism and high unemployment rates. Dr Goh Keng Swee, then Singapore’s Finance Minister, proposed to train and develop grassroots leaders and youth workers, in the hope of enhancing unity among the people.
  • In 1964, the People’s Association established the Buona Vista Youth Leadership Training Centre, which was renamed the National Community Leadership Institute (NACLI) in 1995.
  • NACLI organises an Annual Constituency Workplan (ACWP), teambuilding courses, training and seminars for new grassroots leaders, to train them to better serve the public.
