• In 1989, the Committee on Family Life under the Advisory Council on Family and Community Life proposed setting up Family Service Centres (FSCs) in housing estates so that residents may obtain assistance within their own community. Its suggestions included the following:
  1. The National Council of Social Service would select a few housing estates for an initial trial.
  2. The FSCs would be staffed by various personnel, from frontline counsellors to administrative staff.
  3. Vocational training would be offered to university students and graduates to encourage them to join the industry.
• FSCs provide various forms of assistance, such as helping individuals, families, and groups with special needs integrate into society. They also help volunteer groups to consolidate their resources.
• In recent years, the suicide rate in Singapore has attracted much attention. In response, many FSCs quickly adapted and actively launched counselling services for teenagers and adults.
• The public can seek help from FSCs through multiple channels, including physical visits, email and dedicated hotlines.
• As of March 2024, there were a total of 47 FSCs in Singapore.

In the next three years, the ten districts under the purview of the Social Service Offices will have Family Service Centres offering the Strengthening Families Programme, to enable members of the public to seek marriage and family counselling. (Lianhe Zaobao, 5/3/2021)
