ETYMOLOGY
  • The Mandarin term “阻断措施” is a paraphrase of the English term “circuit breaker”.
  • The Singapore government announced on 3 April 2020 to all Singaporeans that Singapore would implement the circuit creaker measures for one month.
  • From 7 April to 4 May 2020, Singapore implemented a series of circuit breaker measures, which functioned like a “circuit breaker” to slow the spread of COVID-19 in the subsequent few weeks. A circuit breaker is used to disconnect or close a circuit, which can effectively protect electronic equipment in the circuit when the power supply is short-circuited or overloaded.
  • The circuit breaker measures had a significant impact on Singaporeans. Many economic activities were suspended, most workplaces (except essential services) were temporarily closed, shops were ordered to close, tourist attractions were closed, dining outlets were limited to takeaway and delivery, and all schools and institutions for higher learning implemented full home-based learning. These measures aimed to reduce social contact by reducing the need for Singaporeans to leave their homes.
  • Singaporeans must wear masks when going outdoors and maintain a safe distance of one metre with others. At the same time, not more than one person from each household could go outdoors at any time.
  • The circuit breaker measures were originally planned to end on 4 May, but the virus was still spreading at workplaces and the number of COVID-19 cases continued to rise. After considering the epidemic situation and the need to safeguard Singaporeans’ safety, the government eventually extended the circuit breaker measures by four weeks until 1 June.
