  • 英语“Solidarity Budget”的意译。  
  • 2020年4月6日，当时兼任财政部长的副总理王瑞杰宣布了这项总额为新币五十一亿元的预算案。
  • 新加坡政府认为团结 (unity)、韧性 (resilience) 及同舟共济 (solidarity) 是能够助国人渡过疫情期的三个重要价值观。疫情期间颁布的预算案皆以这三个价值观为重点。
  • 同舟共济配套的主旨在于保障生计、扶助企业及援助国人。  
  • 政府首先发放一次性新币600元的“同舟共济现金补贴” (Solidarity Payment) 给年满21岁的国人。
  • 在企业方面，除了减轻雇主所需支付的劳动力成本与延长免付租金优惠，政府也分担更多临时过渡性贷款计划(Temporary Bridging Loan Programme)、中小企业营运资金贷款项目 (Enterprise Financing Scheme - SME Working Capital Loan)及企业融资计划的贸易贷款 (Enterprise Financing Scheme - Trade Loan) 中的风险。

ETYMOLOGY
  • The Mandarin term “同舟共济预算案” is a paraphrase of the English term “Solidarity Budget”.
  • On 6 April 2020, Deputy Prime Minister and then Finance Minister Heng Swee Keat announced this budget, which was valued at S$5.1 billion.
  • The budgets announced during the pandemic focused on the three values of unity, resilience, and solidarity, which the Government believed would help Singaporeans get through the pandemic.
  • The main aims of the Solidarity Budget were to protect livelihoods, support businesses, and assist Singaporeans.
  • For a start, the Government distributed a one-off Solidarity Payment of S$600 to Singaporeans aged 21 and above.
  • For businesses, in addition to reducing labour costs for employers and extending rental waivers, the Government offered support in the form of the Temporary Bridging Loan Programme, the Enterprise Financing Scheme - SME Working Capital Loan, and the Enterprise Financing Scheme - Trade Loan.
  • From April to December 2020, the Government progressively launched and enhanced many support measures for households, such as Goods and Services Tax Vouchers, Service and Conservancy Charges Rebates, Workfare, and the Silver Support Scheme.
