  • 非选区议员一职由建国总理李光耀于 1984 年提出,并在同年 7 月 25 日在国会上通过。

ETYMOLOGY
  • The Mandarin term “非选区议员” is a paraphrase of the English term “Non-Constituency Member of Parliament” (NCMP).
  • In 1984, Founding Prime Minister Lee Kuan Yew proposed the idea of NCMPs. The motion was passed by Parliament on 25 July in the same year.
  • If less than 12 opposition candidates were elected in an election, the remaining seats will be held by opposition candidates who lost the election but received the highest votes and won at least 15% of the constituency’s votes. These candidates then become NCMPs.
  •  The term of office of NCMPs is five years.
  • In 1984, the number of seats for opposition Members of Parliament (MPs) was set at six. If less than three opposition party members were successfully elected to Parliament, the vacant seats would be filled by NCMPs. In 2010, the number of seats for opposition MPs in Parliament was increased to nine, and vacant seats were similarly filled by NCMPs. In 2016, the number of seats for opposition MPs in Parliament was increased to 12. If less than 12 opposition party members were elected, the vacant seats would be filled by NCMPs.
  • Although NCMPs enjoy the same rights and privileges as other MPs, they do not have the right to participate in constitutional amendments. At the same time, NCMPs do not represent any constituency.
  • NCMPs receive 15% of the annual allowance of other MPs.
